How EB-5 Regional Centers Work

The general flow of capital from investors to a project, and the roles involved.

A Regional Center is a USCIS-designated entity authorized to sponsor EB-5 offerings and pool capital from multiple investors within an approved geography, permitting indirect and induced job creation to count toward the requirement.

  • New Commercial Enterprise (NCE): receives investor capital and either lends it to, or takes an equity stake in, the Job-Creating Entity.
  • Job-Creating Entity (JCE): the operating entity directly responsible for developing or running the project.
